They are protected by copyright, but displaying a part of them in your own project could be seen as fair use... you're creating a derivative work, similar to using short movie clips for review. Probably no one would notice, since the creators were likely affiliated with Microsoft or their screensavers were sold to them. It seems unlikely someone at Microsoft is uploading old Windows 98 screensavers to YouTube's Content ID and claiming your video.
