Cooling for a 140 Watt CPU model

I purchased a Xeon 2643v3 at a low price and have been using it for six months. The cooling performance has been poor, especially on Aida64 benchmarks (30% throttle). I'm currently running an old 120mm AIO cooler and am looking for expected temperatures with a 140W TDP unit. Also, any suggestions for coolers under 50€/$ would be great.

The Ninja 5 offers superior performance at the same cost. It resembles an NHD15 yet could be slightly less refined.
