So I have a 1700 and only the stock wraith cooler is on it. My CPU is clocked at 3.8, and I don't want to increase it until I get an aio. I'm thinking about getting the Kraken, h100i, or the Celsius. I really like the look of the Kraken but am unsure if it might affect performance for the price.

The kraken's 5°C lower rating doesn't justify the 50$ gap, so opt for the h100i.
