What are the opinions about the Cooler Master Hyper 612 Ver.2 featuring six heat pipes for cooling the AMD FX 8350? Amazon lists it at $24.99 with a $10 discount. The cost seems reasonable, but will it effectively cool the OC FX8350?

A better cooler for the money.
What kind of motherboard are you using?
Any cooler requires a solid supply of fresh air to function properly.
The FX-8350 when overclocked demands excellent cooling and a top-tier motherboard.
If this is your first build, I wouldn’t go with the FX right now.

The FX 8350 I got to replace my FX 4100. The heatsink that came with the 8350 doesn't want to attach to my motherboard. A real pain in the butt. The motherboard is a Gigabyte GA-990FXA-UD3 (1.1).
The case is a RaidMax tower. I have 1 bluray internal burner and 2 dvd internal burners plus a 128gb ssd Samsung EVO PRO, 1 4tb internal HDD, 2 3tb internal HDD, Nvidia 660ti video. 16gig Kingston HyperX ram, Corsair CX750M power supply. It's an older build but it works good for gaming for me. It's been a little squirrely since I put the 8350 in it a week ago. I am trying to upgrade the bios but I am having problems doing that.
