Hello,
I'm considering purchasing a CM hyper evo 212 for my new PC build. While it has received mostly positive reviews, I'm a bit doubtful about its performance at first glance. I currently own a Thermalright Silver Arrow SB-E, which is powerful, but I need to upgrade it since it doesn't support the 1151 socket. My CPU will be an Intel Skylake i5 6600K on an ASUS Sabertooth Z170 motherboard. I'm looking for a 4.5 GHz overclock and wondering if the hyper evo can handle that level of performance, or if I should opt for the Silver Arrow IB-E Extreme instead.

Yes, it’s possible. I already have an i5-6600K in my system, so the EVO should work well. It won’t be too small, as I assure you. Also, I suggest using Arctic Silver thermal paste and watching some YouTube tutorials on applying it correctly.
