Feel free to comment and ask which is better for AMD FX-8350, Hyper 212x, Hyper 212 evo or hyper tx3 evo.

The Hyper 212x is the latest model in the 212 series. The 212 EVO X appears to be too expensive. PCPartPicker part list contains pricing details. CPU Cooler options are available with specific specifications.

I'm on SR-71 this time, but the 212 X doesn't match the price you're paying. Choose the Evo instead—it would cover the CPU better.
Talking about temperatures, it's really hard to give a definite answer because each CPU and setup varies.

I was considering purchasing a TX3 EVO and customizing it with two Noctua NF-B9 PWM fans. Would you think this setup would significantly lower the temperature? If not, could you suggest another fan option for me? Thanks in advance.
