I'm looking for an option that meets the requirements of reaching 4 ghz while staying under 80*C, without using a Coolermaster 212 evo and keeping the cost below $50.

Deepcool Lucifer K2 is considered an excellent cooler and often available at reasonable costs.

80C is significantly too warm for an FX CPU. Since the thermal sensors are positioned farther from heat-generating parts in the FX lineup, they must be maintained at a reduced temperature reading. An FX CPU will reduce performance around 65°C core and 55°C CPU. For a 700MHz overclock, the Noctua NH D15 is a good choice.

A bit more would help improve the selection, but this is quite reasonable for $50 or less and not a 212

I was considering a deepcool Lucifer K2 or a REEVEN Steropes RC-1206, as the Noctua models are quite expensive in my country.

The Lucifer is a very large cooler and might lead to RAM clearance problems. To be truthful, the Reeven model OP and the Phanteks model Karadjgne both didn't specify a recommended TDP. Nevertheless, it appears the Phanteks model has a larger surface area and would probably perform better.
