Alright, converted it in HandBrake and made some edits. I lost a bit of effort but kept the audio timing intact.

HandBrake offers hardware acceleration for scaling, though the performance gains are modest and usually not noticeable. It also includes hardware support for DXVA Decode for H.264, VC1, and WMV formats, which you can adjust in the settings. This feature can slightly improve speed by allowing the CPU to handle decoding before re-encoding. Generally, it works well out of the box. Re-encode a full 1080p video to 480i on my 6800k usually takes about 15–30 minutes.
