Hello! I reside in base housing at a military base with phone lines in nearly every room. Today I started thinking about the cable type used. After removing the panel, I discovered it was Cat 5e. I understand I can detach the phone jack wiring and connect it to an Ethernet port. I also realize I need the other end connected to either a router or a switch linked to a router. I’m unsure about 1) whether I’m permitted to modify the wiring, 2) the proper steps and locations, and 3) if this setup fits the building’s layout. Any advice would be greatly appreciated. This is situated in my garage against the neighbor’s garage wall. There are four Cat 5e cables at the top. The lower box contains coaxial cables and a green wire, which is mine. The upper box is my home network.
I wouldn't interfere with anything unless it's mine, particularly in a military setting. However, if you're determined, you don't need to modify existing wiring. You can use RJ12 cables as pilot cables to install Cat5 throughout the house and simply place a router somewhere.

RJ12 cables are standard telephone and data connectors used for voice and digital signals in buildings.
rj12 is the wire used for phone connections. You can obtain a pilot cable, attach it to the ends of those two wires, then bring the wires back from the junction box and repeat the process with cat5.
He mentions cat 5e already exists in the walls. It might be possible to rerun some cat 5e connections. The phone box is located outside. "Telephone Network Interface" refers to the external setup. If you're renting, you need approval for changes like rewiring internal components. Is there a junction box inside the house that divides the incoming line into multiple outlets?
