Sounds to me like an issue in the settings. Make sure your controller is recognised correctly and if needed look under device manager and ensure all latest updates are being applied for the controller. EDIT: also check under winodws settings for gaming....make sure you have enabled controller not keyboard and mosue as inputs. basically just check settings of anything related to using your controller and ensure they are correct before fighting with Bluetooth issues.
