I'm still figuring out what to do next. It feels a bit overwhelming, and I'm not entirely sure about all the terms. Please give me a chance, and I'll try to help. My setup includes a 10700k MSI Z490 Gaming Plus, 32GB DDR4 3600MHz RAM, Gigabyte Gaming OC 3080 10GB, and an Evga BQ 850w Bronze PSU. I use an ADATA SP550 Premier 120GB SSD for Windows 10, two 2TB HDDs for extra storage, and a 1TB SPCC M.2 SSD for game installations. My monitor is a LG 27GL83A-B. Even after assembling the system, I noticed occasional stuttering. At first, people said it was normal, but about three weeks later, more games started to lag. When I checked forums, most users reported similar issues. If they had them, they usually tried the same fixes I was using, but they didn't work for me. I’d watch others play with my exact configuration and see their smoother performance. So I upgraded everything at once: a 7800X3D graphics card, Asrock B650E PG RIPTIDE with 32GB RAM (2x16), and a PNY 4080 Super. I enabled XMP, made sure DDU worked, and installed the latest drivers. I set Maximum Performance to ON in NVIDIA Control Panel and Power Plan to Highest Performance. Still, stuttering persisted. I began closely monitoring with Afterburner, seeing my FPS match expectations but my low frames still lagging behind others on YouTube. My frame times looked worse than others’ graphs, and my GPU stayed cool (70-75°C during games, 82°C after 10 mins in Cinebench). Drives and RAM were fine. I searched for solutions online, tried disabling features like fTMP, resizing the bar, turning off XMP, and changing Wi-Fi settings, even running an OCCT memory test. My drives showed good health, and Windows Error Checking found no issues. I reset Windows 10 too. Still, the problem remains. I’ve read that a newer PSU might help since my old one was old. I replaced it with a Thermaltake GF A3 1050W, using a 600W cable for the GPU. But stuttering continued. Someone suggested upgrading the PSU because newer ones work better with 40-series GPUs. I did that and still had issues. Another user mentioned the PNY 4080 Super could have fan problems, so I swapped it out and reinstalled the 3080. Still, the lag happens in both online and offline games, even in simple titles like Stardew Valley. If anyone has tips to fix this, I’d really appreciate it.

Are you sure the majority of games you play don't suffer from shader compilation stutter? Which is quite a common thing in new games... unfortunately. Like you mentioned Elden Ring in one of your posts which is definitely a game that suffers from this. It will get better the more you play... unless you update driver or change GPU in which case all the shaders will have to recompile again.

Are you sure the majority of games you play don't suffer from shader compilation stutter? Which is quite a common thing in new games... unfortunately. Like you mentioned Elden Ring in one of your posts which is definitely a game that suffers from this. It will get better the more you play... unless you update driver or change GPU in which case all the shaders will have to recompile again.

Well actually, some of these are the problematic ones while others might work fine. Have you tried playing these games on Linux to confirm if similar issues appear there? It could help rule out Windows-specific problems like certain RGB software or other factors.

We're discussing a significant stutter issue. I've run extensive hardware tests using RDR2 to understand the game's performance. It appears the game requires an extremely powerful CPU to avoid stuttering. Do you still have HDDs installed on this system?

Based on my observations, RDR2 performs well on DX12 sockets but delivers smoother gameplay with Vulkan.

I haven't explored Linux because I'm unfamiliar with it. My PC's RGB lighting comes from the GPU and motherboard, but I've turned them off without making any adjustments. I never used Razor software or anything similar. Performance varies across games, but the most noticeable issue is a sudden drop to around 1% and especially 0.1%. These drops can occur often or just occasionally. I suspect it might be related to shader compilation, though they happen even when I'm idle for hours. I have two HDDs, but they only store family photos.

The only steady parts are my screen and storage devices. I connect my monitor with a 1.4 DisplayPort cable, but noticed identical results with a 2.0 HDMI. Can drives sometimes cause lag even when they show no issues in health reports and Windows reports no problems?
