They are referring to the USB gen 3.2 gen 2 specification related to power transmission. It explains how to identify and understand its purpose. The edit mentions using the PSU calculator from Be Quiet to help determine whether a 1000W PSU is sufficient or if a higher wattage is needed for your system.

They wonder whether you plan to use your USB 3.2 ports for powering devices such as charging phones or laptops. You should probably say no unless you anticipate using your PC as a central power source for other gadgets. Also, keep in mind that 1000W is sufficient for this setup, but consider if you might need more powerful equipment in the future—such as a 5090—then 1000W may not be enough.

Would an 850W power supply also suffice? This setup will run at full capacity while playing a highly graphics demanding photorealistic game with ray tracing, how much power would the 850W PSU consume? Hmm, honestly I’m not planning any upgrade. I aim for a top-tier system and strictly avoid touching an active one. Investing in high-end should mean a reliable setup lasting about ten years. The 5090 feels like a poor choice given its limited performance gain versus the 40 series. Not worth the cost. AMD offers better value for money.

I referred to the 5090 as a case in point because it's the card that consumes the most power available. Yet we can't predict its performance in two years.
It doesn't really depend on the games you plan to play. Your power supply must deliver sufficient energy for your system to run at full capacity; otherwise, you'll face significant issues. The 7900xtx uses less power than the 4090, but it still needs a considerable amount of energy. An 850W unit should suffice unless you opt for an overclocked version, in which case 1000W is advisable to ensure extra capacity. However, if you choose an overclocked model with multiple connectors, definitely select 1000W.
