Regardless of the graphics options in games or the app being used, my results matched exactly on my machine. I tested with Cinebench and found the same pattern. My system specs are: Ryzen 7 5800X, RX 9070 XT, 32GB RAM, dual 2TB SSDs, B550M NVMe, Noctua NH-D12L cooler, CPU temperature stays between 50-60°C, rarely exceeding that. The CPU runs around 60% consistently. When opening games, they start at about 100% usage and then drop to around 20% for a brief moment before stuttering again every roughly 30 seconds. I've tried adjusting CPU usage limits and XMP settings, but nothing changes the behavior. It seems thermal throttling isn't happening and it's not a bottleneck issue. The link you shared also shows similar results.

I've noticed a Reddit discussion recommending disabling Freesync and testing alternatives. There are several other ideas mentioned in the thread to see if that resolves the issue.

There are several RAM sticks installed. The operating system is Windows. CPU activity appears unusual unless shader compilation occurs occasionally. The typical games seem to be standard UE5 content. All drivers and BIOS updates are current.
