It seems the system files might be damaged. You could try reinstalling Windows to test the PC using a GPU and remove many drivers. After that, restart normally with only your main storage drive. Then gradually reinstall each driver one by one, checking for errors. Running a virus scan is also recommended. Using Linux can be a good alternative if problems persist.

I've already attempted to start in safe mode, but it still isn't resolving the issue!

You can create a bootable USB using W10 with a storage area for saving files. If there’s no existing DOC file, simply reinstall Windows.
