Uncertain, but comparable problems need fully taking out the antivirus program, not just turning it off.
InSpectre identified my computer as at risk. I'm working on resolving it now.
Found a fix. Installed all drivers, tried clean boot but CS:GO still hit 170 FPS max. Observed CAM app was always active, likely limiting performance. Removing programs one at a time revealed CAM was restricting power. It never went above 10% CPU, yet it capped my game to 200-250 FPS. Updating CAM to the latest version caused such a significant drop. Thanks for your assistance!
