It worked after the driver and windows update. My card still heats up slightly (under 80), it’s not ideal for thermal gaming, but the FPS problem is resolved. I’m currently playing Warzone, Valorant, CS:GO, and Rocket League.

Ugh... I reached out for a replacement part for both my motherboard and CPU, but it seems I'm facing the same issue. I had a 9900K and a 3080, just like you did.
