Try NVIDIA Fast Sync and set your in-game frame rate to 165 FPS if available—otherwise use NVCP to cap it. Disable VSync and G-Sync; the CPU should handle these settings without issues. Your problem seems more about sync or screen performance than raw speed. Keep in mind, Fast Sync only works when the frame rate matches or exceeds the refresh rate. I usually stick to 165 FPS for the best results, especially with games above 60 FPS.
It might be related to the driver. Have you tried uninstalling DDU and reinstalling the display driver? Also, since the 1080Ti is an older card, consider using a driver version from before. Sometimes updates stop supporting newer releases. Regarding the processor, I’m running a 5600X and have never experienced lag or freezes in real-time games. Of course, I’m only using a 75 Hz monitor, but it’s possible your system is limited by the graphics card.

Vsync is very useful in LOL, but I don’t like the extra delay it adds. The Nvidia control panel doesn’t work for me either (it caps FPS but still feels sluggish).
