I own a 10600k and 2080 video card, running RDR2 smoothly on a 1440p screen for the Last of Us. The issue is mainly due to poor optimization.

I haven't played this game recently and don't recall the stutters being that severe before. There used to be microstutters, but these are much worse. Is my PC damaged or is this something else?
Extra tips for troubleshooting: I tried recording again, but I also had noticeable texture pop-in during that first attempt.
1) Vulkan, all my graphics configurations are set at the start of the video.
2) 4x8GB memory allocation, meaning four units total. Also from my initial post: "I'm using a DeepCool Gammaxx 400 CPU Cooler, and its clearance is very questionable ever since I upgraded from 16gb ram to 32gb (It's touching the RAM stick in the first slot). CPU temperatures are fine but could that somehow be the cause of the stutters?"
EDIT: I just played for about 30 minutes without any stutters. I set my frame limiter to 80 fps. Maybe it was because I was recording while playing?
Oh ok I missed that in the video, apparently RDR2 did have an issue with stalling which looks like what you have there on quad core and six core CPU's. I'm still a little surprised given that it's one of the most powerful six core CPU's.
Have you tried running the game at 60hz with vsync? That may smooth things out.
I'm assuming you're considering spending up to $450 USD, so I should stick with what you have—there won't be much of a meaningful upgrade at that cost.
A GPU upgrade would be the best choice, but for cards available right now, the 6700X remains a solid option compared to anything with 8GB and below.
