Looking for affordable options to run 1080p on your main screen for media PC or browsing without games, using a second HDMI port that supports 4K at 60Hz for watching shows. Your main screen is a 27-inch 60Hz 1080p monitor, and the second one is a 43-inch 4K 60Hz TV. This depends on the encoding of the 4k60 streams you wish to view. Viewing such streams may become quite noisy when decoded using software on a CPU, since the processor will need to increase its speed.

For instance, if you plan to watch 4k videos on YouTube encoded with AV1, the earliest GPUs capable of accelerating decoding are the RTX 3000 series or AMD RX6000 series.

If you accept using only H.264, H.265 and VP9 acceleration in 4k60, then the second generation Maxwell graphics, such as GTX 950 or 960, can handle it. However, the IGP in Kaby/Coffee Lakes or later models can also do so.

Skylake can handle H.264 and H.265 in 4k60, but VP9 is restricted to 4k24. Pascal GT1030 supports decoding for 8k and Main H.265, yet lacks the code needed for 4k60.

It’s worth mentioning that Ryzen 7000 and 9000 CPUs may have RDNA2 features similar to the RX6000, but they have removed the video decoding blocks, preventing hardware decoding of AV1.

If you already possess a powerful CPU, it might be more economical to upgrade with a high-performance and quiet CPU cooler instead of purchasing a new GPU.

I've noticed that a 1050Ti or a 1060 seems to function in theory. The PC itself is quite old, with an old AMD chip (can't verify details now), but it's at least ten years old.

Current 2GB VRAM cards are generally affordable and suitable: GTX 950, 960, 1050 or GT1030
