If the software could be used without permission, I’d consider it a potentially unwanted behavior from Microsoft’s standpoint. They clearly outline what triggers this classification, which suggests they’re referring to something like “PUB.”

I'm wondering if other antivirus programs recognize it too. I bet heavily that only Microsoft tools identify it, since they clearly don't want it... but a security app is meant to safeguard the user, not the developer. If it isn't acting impartially, that's quite concerning.
