If it's accessible in your area, Gelid Phantom Black is suggested. The main drawback is its supposed installation process. The price is just €5 more than the Hyper 212 V2.

Don't go for anything extreme, they're pleasant to run on. Aim for what you can afford—it'll make a difference.

I wouldn't. At stock it only delivers 88W, but I use a low-profile NH L12 on my 3700X with PBO (130W under load) and it stays under 80°C most of the time. If that works for you, most air coolers should be fine too.
