No clear proof exists that it transmits every keystroke to Microsoft. It may appear to track hotkeys, but the actual data collection isn’t confirmed. The reason behind logging such information remains unclear.

some claim they might track keys, but they never explicitly state "everything you type goes to us." As far as I recall.
