User experience generally suggests reduced performance when it's enabled. It's unclear how accurate these reports are, as I haven't tested them myself.

They aren't linked to game mode. I was told DVR or game mode wouldn't function after turning off the game bar.

You can activate or turn off game mode through the game itself, and using it worldwide is enough.
