I prefer Windows 7. Your Athlon model is quite outdated—it lacks instruction sets, doesn’t support hyperthreading, and has no L3 cache. Windows 8.1 would probably be a very frustrating experience.

Yes, if the site confirms you can run Windows 10, it usually means you should be able to use Windows 8.1 as well.

The CPU was launched in 2006, and W7 arrived in 2009. That’s just three years, which isn’t unusual. Yet 8.1 launched seven years later. You could technically run Windows 8.1, but it probably wouldn’t be enjoyable. I’d prefer sticking with 7.

The CPU was launched in 2006, and W7 arrived in 2009. That’s just three years, which isn’t unusual. Yet 8.1 launched seven years later. You could technically run Windows 8.1, but it probably wouldn’t be enjoyable. I’d prefer sticking with 7.

Do you notice any variation between the Instructions and Cache sections? I don’t have 3DNow+, and this processor lacks an integrated graphics unit.

Additionally, you're missing SSSE3, SSE4.1, SSE4.1, SSE4A, AES, AVX, AVX2, FMA3, and SHA. These technologies were released prior to Windows 8.1, so they would have been available. While 8.1 could technically run, it would likely lack quality and contain issues. It's better to stick with Windows 7.

Consider switching away from Windows 7 if possible. It’s no longer maintained by Microsoft, meaning any security issues will be taken advantage of since patches won’t be provided. I’m puzzled why Windows 10 wouldn’t work... but I hope version 8.1 could. Although Windows 10 might run better overall, it has more years of improvements. You might explore Windows 10 LTSC—it’s a reduced edition—but you can’t officially register it, though there are workarounds.
