The sole major metropolis is Diamond City, which isn't as large or busy as Witcher's Novigrad. I believe you won't face any issues (if any, they'll be minor), and even if you encounter problems, you don't need a high frame rate to navigate smoothly.
This has been addressed before a lot. My 1060 consistently scores 67+ across most scenarios, even in urban areas. The only drop happened when descending from the rescue tower with your super mutant companion and his human friend—while riding the elevator down the building’s exterior, the entire city below loaded. FPS was around 40, which makes sense. Most of the city was rendered, but I’ve never seen less than 60 otherwise. I’m using a 100 FOV, which can be overwhelming.
