Eh, it should work. Unless it's a cheapo PSU that is not truly 650W and is like 500W on the 12V rail. A 3070 uses roughly about 250W of power. You have enough. Not for an overclock, but enough. Or go slightly lower and get a 14500. It's basically a 13600 (non-k), but you can actually buy it instead of it only existing on a tech sheet.
