It looks great, check out the core i9 13900k—it fits right in your budget and offers strong performance thanks to its 24 cores. You can also opt for a solid i7 if you prefer better results. Either choice lets you handle everything smoothly.

You're getting a fresh motherboard and should perform a clean install of Windows to avoid potential problems from outdated versions.

Sure, I understand. You're considering an I7 processor for cost savings and might also want an AIO. Do you have any specific AIO models in mind?

Choose corsair or NZXT, opt for a 360mm case.

Consider choosing the 7800X3D instead of sticking with Intel CPUs. Many people still suggest them, but they often lag behind in gaming and use more power than a GPU.

He doesn’t want to make any changes to the platform, which I understand is a bit of a problem

It looks like you're having trouble with the headset's performance. Check your SteamVR settings—adjusting the scaling should help if it's too high. Your 3070Ti might struggle if it's set at maximum.

You must push for a platform update even if Intel is involved—definitely time for a fresh motherboard supporting 12th and 13th generation.

Really, I completely missed mentioning the motherboard for that one! If you're planning to swap it out, go for the Ryzen 7 7800X3D—you'll definitely need a new board. Plus, you should reinstall Windows and consider a B650 from MSI, ASUS or Gigabyte AORUS. The value for money with Ryzen CPUs is pretty solid too.

I found this link and would also consider purchasing an AIO to pair with it.
