I’ve reached a decision point about improving my PC. I’m considering which part to upgrade next. My current setup includes a Ryzen 3 1300X, 16GB of 2666MHz RAM on a Gigabyte AB350M-DS3H-CF board. For graphics, I use a GTX 1060 with 3GB of memory. The system runs smoothly at 1080p with a 60Hz monitor, though I’ve noticed high CPU usage—often near 100%—during games. My GPU stays around 70-80%, which is unusual. I’m unsure if this indicates a bottleneck or just normal performance. I’m planning to spend around $300 on upgrades and would appreciate advice from more experienced users. Thank you. I’ve also attached a screenshot with MSi afterburner overlay data for further insight.

Based on what you're explaining, it seems like a CPU bottleneck is the issue. Upgrading the CPU should be the first step. Because you're playing at medium settings and still have some GPU power, consider getting better graphics cards if it doesn't affect your frame rate too much.
