If you can afford to improve both together, go ahead without hesitation—there’s no better choice when you’re aiming for top performance.
I noticed you mentioned the 9000 series isn’t a big upgrade from the 7000 lineup. With your 4800MHz RAM and 32GB, it should handle gaming well for now. Upgrading to higher frequency RAM might help slightly, but it’s probably not essential unless you notice performance drops.
Honestly, without my illness (addiction to Star Citizen), I would have earned a 7600 instead of a 7800X3D and chosen a 4080 super over the 4070 Ti Super. If the games you play are triple A or higher, that 7600 is more than enough.
At full 1440p with RT turned on, your GPU plays a bigger role. Higher resolution and higher settings usually make the GPU more critical, except in rare situations. A 7800X3D + 4060 setup is quite weak compared to something like 7600 + 4070. I’d prefer that instead.
