You're looking at a budget-friendly path. Upgrading your CPU alone won't solve the issue—you'll need a better motherboard and possibly a new CPU socket. An older i7 4th gen might work if it matches your system's requirements, but it could be limited. Stick with what fits your current setup unless you have extra funds.

Indicating a tight budget without specific figures offers no real value. There are stronger CPUs than the 10th gen i3, such as the Ryzen 3300x. Securing a 4th gen i7 for under $100 could be worthwhile.

Well i found an i7 4th gen for around 110$, or should i save up for an i3 9100 ,8gigs ddr4 ram and the motherboard for around 180 $ ?

You're still using an overclocked i7-4790k and it's working well. With minimal tuning, you're achieving over 2700 points in single-thread passmarks, even at just 4.7 GHz and 1.28V. Consider comparing your results to benchmarks against the 9900K. It might be a better time to upgrade to the 4790K if it fits your budget.
