I saw this while playing RDR2 at 1440p with 50fps on average. My CPU usage hovered between 40% and 50%, while the GPU stayed under 10%. Could my CPU be limiting the GPU performance? If so, what upgrades do you suggest for someone with these specs? My system includes: Intel i7-7700, 16GB RAM, RTX2070, ASUS H270-Plus motherboard.

If nothing is at 100%, you're not causing a bottleneck. Unless you overlooked a zero there. I suggest reducing the settings first. There are several options you can adjust, such as switching from Ultra to High, which will provide good frame rate improvements. Are you using a 60Hz or 144Hz monitor? Welcome to the forum.

You're checking GPU and CPU usage with tools like HWInfo64 or MSI Afterburner. Using Task Manager might give misleading results because it isn't always accurate or up-to-date.

I've been utilizing NZXT CAM for monitoring.

Consider up-scaling options by reviewing Nvidea's GeForce Experience guide, then checking the section on resolution enhancement.

The MSI Afterburner download indicates maximum GPU load, while NZXT Cam displays only 8-10%.

It aligns better with current standards since benchmarks show the 2070 Super can hit 50-80 FPS at 1440p based on selected settings. You should ease up on the full "ultra/max" mode to improve frame rates, or you may be constrained by your GPU capabilities.
