Also consider installing Windows 10 for better performance and security compared to older versions like Windows 7.
Recent improvements include new security updates, enhanced user interface, additional functionality for both Xbox and PC, and an overall more up-to-date experience.
If dx12 was permitted on Windows 7, I wouldn't upgrade at all.
I feel the same as you, thinking they’re pushing Windows 10 by forcing DX12 compatibility with Windows 10 only. It seems like they’re trying to make desktop OSes more similar to phones, which doesn’t make much sense. I think it would be better to create separate OSes for phones and desktops instead of trying to mimic the mobile experience. Also, I’m not sure if there’s any real chance that DX12 will be available for Windows 7.
