The reasons for disliking Win 8.1 are unclear, but switching to the classic shell can make a big difference. Playing Win 10 seems promising now.

I feel the same as you, thinking they’re pushing Windows 10 by forcing DX12 compatibility with Windows 10 only. It seems like they’re trying to make desktop OSes more similar to phones, which doesn’t make much sense. I think it would be better to create separate OSes for phones and desktops instead of trying to mimic the mobile experience. Also, I’m not sure if there’s any real chance that DX12 will be available for Windows 7.
