For an upgradeable setup, the only option is AM5.
For a stable foundation, you may need to invest slightly more:
CPU - Ryzen 7600 with stock cooler - 19k -
https://mdcomputers.in/amd-ryzen-5-7600-...15box.html
Mobo - Asus Tuf B650 plus - 21.3k -
https://mdcomputers.in/asus-tuf-gaming-b650-plus.html
RAM - G Skill Flare X5 32gb - 11k -
https://mdcomputers.in/g-skill-flare-x5-...2-fx5.html
SSD - WD SN770 1tb - 7.1k -
https://mdcomputers.in/western-digital-b...t3x0e.html
PSU - MSI MAG 850GL PCIE - 9.8k -
https://mdcomputers.in/msi-mag-a850gl-pcie5.html
Case - CM Qube 500 faltpack - 7k -
https://mdcomputers.in/cooler-master-qub...n-s00.html
Add in fans 1.2k -
https://mdcomputers.in/montech-air-fan-p120.html
Overall cost around 77k
If you prefer a CPU paired with a decent GPU, see:

Thank you for your question. Could you clarify if the motherboard is AM5 and whether the PSU and case are compatible with upgrades?

The mobo is a B650 chipset with an AM5 socket, meaning it should be upgradable similarly to AM4.
The power supply is an ATX 3.0 Tier A model featuring a 16-pin power connector. I believe it supports components up to a 4080 watt system or GPUs of up to 350 watts.
The case accommodates GPUs up to 365mm and CPU coolers up to 172mm, so high-end options should fit. It also includes a front panel with a Type C connector. Please note you need to assemble the case yourself since it comes in assembled parts.

You received the top suggestion. These options look promising for the long term, though they may be costly.

Yes, that was the goal.
The device also accommodates PCIe 5.0 M.2 SSD in the upper port for upcoming upgrades.
For your future GPU purchases, consider a powerful air cooler like:

Hey there! Would you like to upgrade to a more powerful CPU within the same price range?

I made, the 8700G includes two additional cores.
The 9000 series will be available soon. I recommend considering the 9600 instead.
