A degree isn't as important as creating online content to demonstrate skills, and there are plenty of resources to study from without spending money on traditional education.

A degree adds extra value when applying for a job. It doesn't really reflect your abilities. If you're new to web design, start with http://www.w3schools.com/ for basics. To practice, consider joining gaming communities where you can earn money. Most won’t pay much, but some offer small fees for full sites. Even without more, it helps you stand out to better employers. If you have relevant skills, you might be a stronger candidate than someone with a degree. I know people who got degrees later in their careers and still needed them. Others work in fields unrelated to their studies but can handle the tasks.
