Consider buying all Steam games just in case you want to share them. It seems unlikely you'll actually use them, but it's better to be safe than sorry. Kids might enjoy them later on.

It's my siblings' kids. Can I still do that? Since I got my house LAN, I can share it over the internet to his or anyone else's home. I'm checking this link: http://store.steampowered.com/promotion/familysharing

I successfully configured family sharing with one of your friends, so you should be able to do the same.

Family Sharing allows multiple PCs and Steam accounts to join your games even when you're not playing. You don't need to be on the same machine, location, or household, and it doesn't require being family members.

two players are involved—one owns Counter-Strike, the other doesn’t. If person 2 wants to play Counter-Strike while person 1 isn’t, person 2 can still play if they’re already playing it. Person 1 can’t join unless both are using the game together. Sharing a single copy is similar to having one disk for everyone at once; only one person can play at a time. If both wanted to play simultaneously, they’d need the same game ownership.

Steam family sharing enables several users to access a game simultaneously, similar to the old disk days. Each person can download and play it, but only one can be active at once. When you gift the game to someone else, just the recipient can play it.

I don't think I grasp what you mean. From my perspective, the quote suggests that the person who will play your games needs to be online. Also, before purchasing the games, you shouldn't be playing any on Steam so the person can access your account.
