You might not be getting the high speed during server setup. I believe the storage capacity is quite limited, so 2 x 1TB SSDs won’t work unless they’re M.2. It would help to decide what OS you need—like Linux or Windows Server. Are the VMs just running your own Java programs or executing pre-written scripts? As for the Azure App Service, it supports both Windows and Linux servers, but the advantage is you don’t have to manage the operating system; you just upload the code, and both platforms allow easy backups.
