On my second hard drive, disk 1, I'm planning to use most of the space for storage. Is this an issue? If yes, how much should I allocate for recovery?

The recovery partition is generated when installing the operating system, allowing a clean factory reset. You shouldn't attempt to create it yourself unless you're using a brand new drive. Simply use the available storage and benefit from the additional space.
