Obtain a 3200G or comparable model featuring an integrated graphics unit. Once that's secured, the importance of the motherboard supporting booting without a GPU becomes irrelevant.

Need a 10Gbit card because I don’t know of any non-threadripper boards with that speed. Some offer 2.5Gbit, but those are limited. Raven Ridge has only one 8x PCIe port, which doesn’t satisfy the need for two. The ASRock Rack X470D4U2-2T could work, offering two PCIe 8x and two 10Gbase-T lanes, paired with a budget R5 2600. Delock 54668/54667 might provide additional SATA options.
