I would. It's not like the 12400F is a bad CPU or anything. The heatsink is also very small for the amount of heat this VRM will output, and it doesn't have a heatsink on the entire VRM. You'd need a lot of airflow to keep this VRM cool under full load and it just isn't worth that. If you want to upgrade your CPU, I'd want to upgrade the motherboard at the same time.
Start with basic tutorials and simple software to build confidence.

Intel and AMD are planning new products coming up in the next couple of months, with the Ryzen 9000 expected to drop on Monday at Computex. Unless your existing CPU or motherboard isn't working, it might be better to hold off until those updates arrive to understand the pricing.
