It could just be that the ISP already has the original device's MAC address or hostname on their network, which is the router itself. When you connect your PC, it isn't properly set up and operates in a limited performance mode. Similar to how phone or TV services might reserve bandwidth for devices that were previously connected, this setup could affect your connection. My genuine view is that the ISP should replace the modem with their all-in-one device and consider isolating ports if you need additional network access.

Turn off this feature. Enable QoS only when there are many users competing for bandwidth.
