Typically I’m around 40 ping for Minecraft. Recently it’s been fluctuating a lot. I checked my internet speeds—they’re normal at 100 Mbps download and upload—but my ping keeps rising. I looked in Task Manager to see if anything was using bandwidth, but it showed 0% usage. Could it be that I’m not giving enough bandwidth to Minecraft? Even after rejoining the server, the network only goes up to 4%, then drops to 1%?

Ping and bandwidth are unrelated. Regardless of your connection speed—whether 1 Gbps or 100 Gbps to Mars—your ping will remain consistently high, typically over 40 minutes, since it mainly depends on distance. If ping fluctuates and you're not at home (like checking your router), the issue likely lies with your ISP or network routing, which extends the effective travel path.

Can you adjust the ISP settings to prevent your ping from fluctuating unexpectedly?

Besides changing to a different ISP or game server, there really isn't much you can do. Almost everything beyond your modem is outside your control. It could be something even different from your current provider, but their ISP (or any intermediary) might reroute traffic depending on demand.
