Please don't, Cat7 is not a TIA/EIA spec and therefor has no electrical standard to adhere to. It only exists as an ISO standard and is not recognized as an official standard. Cat6 or Cat6a is not only cheaper in almost all cases it's more likely to be good quality stuff*. *Provided you don't have some shady seller trying to brand CCA as pure copper
What kind of modem do you own? This router isn't delivering quick Wi-Fi speeds because it's outdated. Consider removing the router and connecting your computer directly.
The client likely used low-quality cabling. Cat5e supports 1Gbps over 100 meters, but having Gigabit ports doesn’t guarantee gigabit speeds. Most consumer routers fall short of true gigabit performance. You should check your router’s speed tests—look it up online to confirm.
