Are you certain there aren't any speed limits in Steam settings capped at 100Mbps? The question is whether speeds are actually reduced not just on Steam but also on Speedtest.net and elsewhere. Edit: I missed reading that the issue extends beyond Steam as well.

Check your Network Settings and reset them. This will erase all network-related configurations, drivers, and more, bringing everything back to a clean slate.

Your speed tests on Ookla and Cloudflare differ. Consider checking your local network connection or ISP settings for Cloudflare. Ookle’s reading may reflect the actual service you’re using.

I checked the speed of my downloads in a Linux partition. The downloads and uploads performed very well. When things got worse, I took drastic steps and reset Windows, which resolved the problem. Thanks to everyone for your time.
