It's confirmed to be a USB adapter, and I've tested every port. The GPU shows no issues, and I checked all USB controllers as well.

Consider checking View in Device Manager, choose Resources By Type, expand Interrupt Request, and inspect the flags. Scroll through the list carefully.

I identified the issue—it was the EMFs from my GPU under load disrupting the 5GHz WiFi signal from my router. Using a USB cable extension and positioning the adapter about 2 meters away resolved the problem completely.
