Looks reasonable. The same problem occurred with DNS 8.8.8.8, and things got worse when my PC lost connectivity completely and the troubleshooter reported DNS issues. Using default DNS via /flushdns and /renew fixed it, but it became bothersome. I wanted to restore my RAID arrays (five disks is too much trouble), so I went with a fresh install of Windows and used that time to care for the cat.
It seems your ISP might be experiencing issues with their upstream connection. When using their DNS servers, resolution works locally, but external DNS resolvers fail, leading the system to believe it's offline. I recommend checking traceroute and WHOIS to identify the gateway path, then using a graphical ping script for future troubleshooting. If you have a personal firewall, it could help prevent such disruptions.
