Under "Device Status" in your Ethernet adapter's properties, you'll find details about its current condition and performance.
It appears the network drivers might be damaged. Obtain the newest drivers from the manufacturer, turn off any antivirus software you have, and reinstall them. If you're uncertain which drivers to install, look up the Hardware IDs in the Device Manager's "Details" section and search for the VEN_####&DEV_#### codes.
