It seems they're likely repurposing a router as both a switch and a WiFi access point. Previously, disabling DHCP was sufficient, but nowadays routers can unintentionally send other traffic like uPNP to clients, which may interfere with main router operations. For better reliability, opt for a dedicated router mode if possible. Ideally, use a separate switch and a proper access point setup.
