Install a mounting bracket in these holes. This cooler isn't suitable for the Ryzen 2600 and seems too weak. Avoid using it. Also, consider applying thermal paste.

Does the AMD CPU include a heatsink? I’m not sure since my motherboard isn’t AM4. If it does, the mounting bracket should be part of the package. Those leveraging tabs seem like OEM-style connections for AMD. Attach the bracket to the MB first, then secure the cooler onto it.

You displayed the backplate. This part should be attached to the rear of the MB, with components connecting from the front, similar to what Hinjima demonstrated.

The backplate is located at the rear of the board. You can purchase only the plastic components and metal screws on eBay for 5 dollars: https://www.ebay.com/itm/254750345407 The cooler you intend to use lacks sufficient power (insufficient metal fins and quantity to effectively transfer heat from the metal into the air by the fan)—the CPU may overheat. It would be advisable to invest in a higher-quality cooler, but before purchasing, check reviews or verify if installation instructions are available on the site. Many coolers come with screws directly onto the back plate, though some require brackets that you might not have.
