Does the AMD CPU include a heatsink? I’m not sure since my motherboard isn’t AM4. If it does, the mounting bracket should be part of the package. Those leveraging tabs seem like OEM-style connections for AMD. Attach the bracket to the MB first, then secure the cooler onto it.
