Yes, it's possible. You'll need around $300 for DAC/ADC gear and a server to operate it. Asterisk is an open-source VoIP platform that handles all your requirements.

3CX might be an option I haven't tested, but I recall seeing it while researching IP phone systems. It uses software-based technology.

They’ve mentioned using this tool with Google Voice, but I haven’t tried it myself. My ISP limits bandwidth for VoIP, so I don’t want to use it unless it saves me data. It seems to work most of the time.

For the server configuration I suggest FreePBX. Chris from crosstalk solutions has a YouTube series on installing FreePBX. Regarding your number, it would be best to check with your cable provider to see if they allow access via a SIP trunk (unlikely) or consider transferring it to a provider that supports it.
